Suspect in rural Ind. shootings pleads not guilty (AP)

BROOKVILLE, Ind. ? An Indiana prosecutor said Wednesday she might seek the death penalty against a man charged with fatally shooting his drug dealer, three of the dealer's family members and a neighbor in an apparent dispute over the price of oxycodone.

David Ison, 46, of Glenwood, Ind., pleaded not guilty Wednesday to five counts of murder. He appeared in Franklin Circuit Court wearing a protective vest, WCPO-TV reported (http://bit.ly/pEIRcX).

Assistant Franklin County Prosecutor Melissa Wilhelm told WCPO the state might pursue the death penalty in the case.

When Judge Steve Cox asked him if he understood why he was in court, Ison replied, "Yes, your honor." Ison also told the judge he was not under the influence of drugs or being treated for mental illness.

Ison was charged Friday in the Sept. 25 slayings of Roy Napier, 50; his estranged wife, Angela, 47; their children, Melissa Napier, 23, and Jacob Napier, 18; and Henry Smith, 43, a neighbor who was found beaten and shot near the Napiers' mobile home in rural Laurel, about 50 miles southeast of Indianapolis.

A probable cause affidavit says the shootings followed an argument between Ison and Roy Napier over how much Napier was charging for the painkiller oxycodone.

Police said they found a .380-caliber handgun like the one they believe was used in the killings during a search of Ison's car and another one during a search of his home. Melissa Napier's cellphone, a pair of tennis shoes that matched bloody footprints found at the crime scene and a bloodstained T-shirt also were found at the home, police said.

Ison was being held on a $5 million bond on an unrelated charge of attempted robbery.

NEW YORK (AP) ? Stocks wavered Tuesday as investors worried that Slovakia might block an expansion of Europe's financial rescue program.

Sixteen countries that use the euro have approved a measure to strengthen a European rescue fund, but Slovakia hasn't signed off on the plan yet. The measure would increase the size and powers of Europe's financial rescue fund, allowing large amounts of money to be released quickly to banks and struggling governments before a full-blown crisis sets in. A vote is expected later in the day. If Slovakia blocks the measure, it could complicate efforts to address Europe's debt jam.

The Dow Jones industrial average bounced between small gains and losses while other major indexes were little changed.

The Dow lost 24 points, or 0.2 percent, to 11,408 as of 12:45 p.m. Eastern. The Standard & Poor's 500 index slipped 1, or 0.1 percent, at 1,193. The Nasdaq rose 9, or 0.3 percent, to 2,575.

The weak trading comes a day after the Dow jumped 330 points, its largest increase since Aug. 11.

Investors worry that if Greece defaults on its debts, it would hurt banks in Europe and in the U.S. by causing the value of Greek government bonds they hold to plunge. With weaker balance sheets, those banks could become even more reluctant to lend to each other and to businesses and consumers. That could slow down an already weak global economy.

Dollar Thrifty Automotive Group Inc. fell 1.9 percent after the car-rental company said it was taking itself off the market after failing to get acceptable takeover proposals from Hertz or other companies.

Discount retailer 99 Cents Only Stores Inc. rose 4.4 percent. Ares Management LLC and the Canada Pension Plan Investment Board have offered to buy the company for $22 per share in cash, a 7 percent premium from Monday's closing price.

After the closing bell, aluminum maker Alcoa Inc. will become the first company in the Dow Jones industrial average to report third-quarter results. Alcoa rose 2.8 percent ahead of the report.

Analysts expect earnings from S&P 500 companies to rise about 12 percent from the same period last year, according to data provider FactSet. Revenue is expected to rise 11 percent.

New rankings make choosing health insurance easier

When it comes to health insurance, a familiar name and lots of members don?t guarantee quality or customer satisfaction, according to new rankings of health-insurance plans from the National Committee for Quality Assurance that we published today. NCQA is an independent health-care quality-measurement group.

The rankings cover 830 private, Medicare, and Medicaid health insurance plans that enroll an estimated 127 million people. Private plans are those that people join through their jobs or buy on their own.

Our analysis of the NCQA rankings found that the five largest national insurers?Aetna, Cigna, Humana, Kaiser Permanente, and United Healthcare, plus the mostly state-based Blue Cross Blue Shield plans?account for about 75 percent of the 390 ranked private plans, but only 36 percent of the top 50.

Here are other highlights:

? Biggest isn?t best. United is the nation?s largest health-insurance company, but none of its private plans rank among the top 100, and most occupy the bottom half.

? Small can be good. For example, Capital Health Plan, a Blue Cross Blue Shield HMO in Tallahassee, Fla., that has just 113,300 enrollees, ranks third in the nation among private plans.

? Kaiser Permanente makes the grade. For instance, its Medicare plans in California, Colorado, Oregon and Washington topped the rankings.

? New England plans excel. Eighteen of the 50 top-ranked private plans are in the six-state New England area. And Aetna and the ?Blues? had New England plans that ranked in the top 100, while many of the same insurers? plans in southern and western states ranked near the bottom.

You might find that the insurance plan you?re currently enrolled in?or interested in joining?isn?t among those we ranked. That?s because some plans don?t submit performance data to NCQA. For example, the 99 Medicaid HMOs ranked this year represent fewer than half the total number of HMOs serving Medicaid enrollees nationwide. In addition, some plans that do submit data choose not to make that information public. Still others submit data but not enough for valid statistical analysis.

The NCQA says its research shows that health that report to the organization and permit their data to be made public tend to do better than non-reporting plans on many quality measures. In addition, choosing a health plan that makes itself accountable puts pressure on all plans to measure their performance and make it available to consumers. So we recommend being skeptical of plans that aren?t ranked, and choosing one that is whenever possible.
