Defining what constitutes a state mandate on local governments is the goal of a bill introduced Tuesday morning. The bill would for the first time define ?insignificant financial impact.? The term can often be found in the analysis of a bill but has never been defined in law. The bill set the cost at 10 cents per resident for any bill to be considered a mandate on a local government. Anything below those levels could still be deemed ?insignificant.?
